Search engines rank web pages according to relevance to a particular search term or search phrase. A search engine's algorithm is its own, top secret recipe for judging relevance.
With enough submissions over a period of time, it is possible to start identifying patterns and speculate about the engine's algorithm. If you know why one sites is # 1 and another is # 10, then you can build a typical # 1 site for your keyword.

Not quite that simple, but the more you know about a particular search engine's algorithm, the better your chances of scoring in the top 10.
So how does Google's algorithm look?
Google - like all search engines - keeps it's algorithm top secret. It is however possible to speculate on it by looking for common features in sites that rank highly on Google.
Of the features we've uncovered, PageRank is right at the top. Sites with high PageRank scores almost always rank higher. It's impossible to go into all the details of PageRank here.
